PROBLEM TO BE SOLVED: To provide a steam cooling system capable of annealing a heat exchange object. SOLUTION: A steam pipe 15 is connected to a jacket part 2 of a reaction vessel 1. A steam supply pipe 14 is connected by branching off the steam pipe 15. A heat exchange fluid supply pipe 3 is connected to the right side of the jacket part 2 of the reaction vessel 1 by interposing a three-way switching mixing valve 4. A steam condenser 18 is installed by connecting a discharge pipe 19 under the jacket part 2. An ejector 6, a tank 8 and a circulating pump 10 are successively connected to a lower part of the steam condenser 18. When cooling the reaction vessel 1, the reaction vessel 1 can be annealed by supplying cooling steam from the steam supply pipe 14 and the three-way switching mixing valve 4 to the jacket part 2.
