PROBLEM TO BE SOLVED: To provide a radio communication system and a method that efficiently and adequately self-optimize a radio parameter of a peripheral radio base station even in the case a radio base station performs state control.SOLUTION: A radio communication system includes a plurality of radio base stations (eNB1, eNB2, eNB3) and a control station (O&M(OMC)) connected with the plurality of radio base stations. One of the radio base stations notifies the control station of state control information related to the state control before or after the state control of the radio base station. The control station notifies radio base stations other than the radio base station that gave notice of the state control information among the plurality of radio base stations connected with the control station of at least either one of management information related to a radio parameter to be renewed accompanied by the state control and the state control information.
