PROBLEM TO BE SOLVED: To treat a trace amount of contamination substance in water to be treated, and to remove the contamination substance of a wide range of concentration by making ultraviolet rays to be effectively absorbed in the waste treatment of low concentration contamination. SOLUTION: The water to be treated containing the contamination substance is made to flow down along an air-permeable porous wall surface 2 of an air- permeable porous wall 1 from the upper part in a film shape, and blowing gas 5 is blown from an air-permeable porous wall rear surface 4 through the air permeable porous wall 1 into the film 3 of the water to be treated flowing down on the air-permeable porous wall surface 2 side. The ultraviolet rays are emitted from a UV ray light source 6 provided without contacting with the film 3 of the water to be treated to irradiate the film 3 of the water to be treated, thus the contamination substance contained in the film 3 of the water to be treated, is treated. The efficiency of the irradiation with UV rays is large and especially the trace amount of the contamination substance can be effectively treated.
