PROBLEM TO BE SOLVED: To transfer setting information necessary for a control operation of a PLC as well as a program to a plurality of PLCs without using a link table. SOLUTION: In a development/setting terminal 2 for managing the plurality of PLCs 1, an archive creation section 203 creates an archive file by combining the program for storing into the specific PLC among the plurality of PLCs, the setting information used at the time of execution of the program, and node discrimination information of the specific PLC.
