PROBLEM TO BE SOLVED: To provide a punching device and a punching method capable of easily centering a punch and a die with high accuracy. SOLUTION: A punch 20 and a die 10 are illuminated by a light source 40 from an upper side. Thus, the leaking light from a hole 10a of the die 10 while being shaded by the punch 20 forms a light ring, which is observed by a CCD camera 33. The position of a die holder 11 with respect to the punch 20 is adjusted by a movement adjustment screw while a worker observes an observation image picked up by the CCD camera 33 so that the width of the light ring is uniform on the entire circumference.
