PROBLEM TO BE SOLVED: To reduce the occurrence of an out-of-service condition in a radio terminal device in an idle state.SOLUTION: A radio terminal device 202 includes: a re-selecting unit 11 for executing a re-selection operation for determining in an idle state whether to continuously select as a communication partner a serving base station which is a radio base station device selected as the communication partner, or to newly select as the communication partner a peripheral base station which is another radio base station device other than the serving base station; an evaluation value calculating unit 13 for calculating an evaluation value of at least one of reception power and reception quality of a radio signal from the radio base station device; and a reception quality information creating unit 14 for creating reception quality information updated in a period shorter than the evaluation value, and indicating the reception quality of the radio signal from the serving base station. The re-selecting unit 11 uses the reception quality information when determining whether or not to execute the re-selection operation.
