PROBLEM TO BE SOLVED: To obtain a newsprint paper for offset printing having high whiteness and opacity and free from occurrence of piling and set-off. SOLUTION: In the newsprint paper for offset printing obtained by applying a surface-treating agent containing a pigment and an adhesive onto a base paper and drying it, main ingredient of the pigment is fired kaolin and main ingredient of the adhesive is oxidized starch. In the newsprint paper, it is preferable that the application quantity of the surface-treating agent is 0.5-3 g/m<SP>2</SP>based on one side and the ratio of application quantities of the pigment and the adhesive is within the range of 4:6 to 7:3, that application concentration of the surface-treating agent is 10-20%, that a gate roll coater is used as a coating apparatus, and that≥0.5% filler having≥150 cc/100 g oil absorption amount is internally added to the base paper.
