PROBLEM TO BE SOLVED: To provide a sheet feeder stabilizing separating state in an inexpensive constitution, and an image forming apparatus. SOLUTION: An upper limit detecting sensor 123 detects that the top face position of a sheaf of sheets on a lifter plate reaches the upper limit position to enable feeding sheet by sheet using a sheet feeding part 12, and a lower limit detecting sensor 122 detects that the top face position of a sheaf of sheets on the lifter plate reaches the lower limit position to enable feeding sheet by sheet using the sheet feeding part 12. In blowing the air to the side surface of the sheaf of sheets on the lifter plate to separate the sheets one by one using an air blowing nozzle 151 provided in an air separating part 15, when the sheet floated by the air from the air separating part 15 exceeds the upper limit position of a feeding enabling range, the lifter plate 101 is lowered by a distance between the lower limit position in the feeding enabling range of the top face of the sheaf of sheets loaded on the lifter plate 101 and the lower limit of a blowing port 153a of the air blowing nozzle 153.
