PROBLEM TO BE SOLVED: To enhance work performance in the work of inserting a shielding material and a cushioning material. SOLUTION: A horizontal circular tube having both ends in the axial direction closed is two-divided by a horizontal plane passing through the axis into the upper container 2 and a lower container 3, and flanges 4, 5 are provided outside of opposing side sections in the axial direction of individual openings 2a, 3a. Bolt holes 6 are formed in the flanges 4, 5. The shielding material or cushioning material disposed inside of the upper and lower containers 2, 3 is shaped into a semi-circular block 10 and a semi-annular block 11. The blocks 10, 11 are inserted into the interior of the lower container 3, then a canister 9 is placed in a recess formed in the top side of the semi-annular block, and further the blocks 10, 11 and the upper container 3 are placed sequentially on it before the vertically superposed flanges 4, 5 of the upper container 2 and the lower container 3 are connected with bolts 7 and nuts 8.
