PROBLEM TO BE SOLVED: To provide a humidifying filter and a humidifier attaining highly efficient humidification with a more compact humidifying filter in the humidifier for humidifying indoor air and keeping the humidifying filter dry and clean at the stop of operation. SOLUTION: The humidifier 11 comprises the humidifying filer 12 of hollow cylinder shape, a fan 13 serving as an air blowing means, and a water storage tank 14 serving as a water supply means. The humidifying filter 12 is rotated with only its hydrophobic layer submerged in the water storage tank 14 to supply water to the whole humidifying filter. This constitution can provide the humidifying filter and the humidifier attaining more compact and highly efficient humidification, and the humidifying filter dry in a water absorbing layer and kept clean at the stop of operation.
