PROBLEM TO BE SOLVED: To manage information while maintaining consistency of information easily, facilitate disclosure control of information, and prevent unintended information leakage even when information and a disclosure destination of the information are changed. SOLUTION: Information is stored in an information distribution server by encrypting respective information or the information by optional groups with a secret key for determining disclosure relationship. Independently from this, the secret key is given and received between a disclosure terminal and a terminal to be disclosed to control the information to be disclosed and the disclosure relationship separately.
