PROBLEM TO BE SOLVED: To provide a rolling device and a manufacturing method by which a developing roller having excellent developing characteristic is obtained, the developing roller manufactured by the rolling device or the manufacturing method, and a reliable developing device equipped with the developing roller and an image forming apparatus. SOLUTION: A die for rolling is equipped with a curved part 222 where a line segment linking the tops of respective projected lines 221 is curved to be projected so that a distance between the top of each projected line 221 and an axial line X<SB>1</SB>may become shorter and shorter from a center part side to respective end sides in the axial line X<SB>1</SB>direction as seen in section including the axial line X<SB>1</SB>, and the width of the curved part 222 in the axial line X<SB>1</SB>direction is larger than the double of a predetermined feed amount L<SB>1</SB>. When the distance between the top of the projected line 221 and the axial line X<SB>1</SB>is defined as r<SB>1</SB>and r<SB>2</SB>at two sections separated from each other by the predetermined feed amount L<SB>1</SB>in the axial line X<SB>1</SB>direction at least on one end side in the axial line X<SB>1</SB>direction of the curved part 222, ¾r<SB>1</SB>-r<SB>2</SB>¾ is 5μm or less.
