An antenna, a communication device, and an antenna manufacturing method are provided to suppress influence of electrical noise by increasing an antenna gain and detecting magnetic field. An antenna(100) includes a coil(31). One end of the coil is circuit-shorted or opened with respect to the ground. A current standing wave is generated when a radio frequency signal is applied to the other end of the coil. The coil is used for generating a magnetic field standing wave having a frequency corresponding to the radio frequency. The coil is used for detecting or radiating an electromagnetic wave having the frequency. The coil has an effective length corresponding to integer times of 1/4 of the magnetic field standing wave.
