An apparatus and a method for controlling a shift of an auto transmission are provided to control a down shift by applying control fluid pressure determined according to difference between an engine RPM and a turbine RPM. An apparatus for controlling a shift of an auto transmission includes an engine control detecting part(10), an ECU(Engine Control Unit)(20), a TCU(Transmission Control Unit)(40), and a shift control driving part(60). The engine control detecting part comprises one or more sensors, detects information required for an engine control, and provides the information to the ECU. The ECU compares the information detected in the engine control detecting part with a set control data, and executes a rising control of an engine RPM through the engine control driving part. The TCU determines the control fluid pressure according to the information delivered in the ECU and the information detected in the shift control detecting part. The shift control driving part synchronizes a target shift terminal by operating a clutch and a brake according to a control of the TCU.
