PURPOSE: An active material, a manufacturing method thereof, a non-aqueous electrolyte cell and a battery pack are provided to suppress the increase of resistance by including lithium titanium complex oxide. CONSTITUTION: An active material has a lithium compound developing at least one of lithium carbonate and lithium hydroxide. The lithium compound contains lithium titanium complex oxide with a lithium amount of 0.073 -0.017 mass%. The lithium titanium complex oxide has a spinel structure. The lithium titanium complex oxide is indicated as Li_4+xTi_5O_12 (0<=x<=3).
