PROBLEM TO BE SOLVED: To form a clarified supernatant liquid by providing the above device with a mixing chamber capable of mixing and agitating a liquid to be treated and additives, a rotary chamber having a distributor to discharge the liquid to be treated into a sedimentation tank and a scraping blade for discharging deposits into the sedimentation tank. SOLUTION: When the liquid to be treated is clarified, the liquid to be treated is first made to flow out through a liquid to be treated introducing pipe into the mixing chamber 5 from the upper part of a liquid to be treated receiving chamber and the additives are injected to this liquid to be treated from an injection port. The liquid to be treated and the additives are then agitated by an agitating turbine 8 to flocculate the suspended materials, etc., in the liquid to be treated and to form flocculated floc. The liquid to be treated which includes the flocculated floc is evenly distributed into the sedimentation tank from a discharge hole 11a disposed at the distributor 11 of the rotary chamber. The deposits deposited on the bottom 10a of the rotary chamber are scraped by the scraping blade 17 to an aperture 16 and are discharged into the sedimentation tank via the aperture 16.
