PROBLEM TO BE SOLVED: To easily discover an illegal action such as reloading into illegal program or exchange to an illegal ROM. SOLUTION: An RFID seal 60 is provided with a seal film 61 having a plane formed almost rectangular, an IC chip 63 arranged on one side of the seal film 61 and a transmitting/receiving antenna 64. The IC chip 63 is provided for controlling data communication with an RFID examination machine 70 and, in a built-in information storage part, security data are stored. The transmitting/receiving antenna 64 is a loop antenna forming a metal film composed of for example copper into coil and both the terminals are drawn outside this loop and connected to the IC chip 63.
