A converting device and a method for converting winding of a web are provided to enable safe process without breakage, crease, or other damage. A converting device(3) for converting winding of a web(6) converts the winding of the web wound on a first spindle(7a) into winding of a second spindle(7b). The first spindle is fixed to a first driving shaft. The second spindle is fixed to a second driving shaft. The positions of the first and second driving shafts are changed in a web winder(2). The converting device for converting winding of the web includes a cutting drum(27) arranged to a first side of a web path of the web to cut the web in the crosswise direction; a receiving drum(28) arranged to a second side opposed to the first side of the web path; and a drum support mechanism rotatably supporting the cutting drum and the receiving drum to make drum periphery surfaces of the cutting drum and the receiving drum come in contact with each other.
