PROBLEM TO BE SOLVED: To provide a film with an alignment layer for an optical element that can align liquid crystal across the length of a transparent base material and has superior productivity by using a method of transferring an uneven shape formed to align the liquid crystal to the transparent base material, and an optical element using the film. SOLUTION: The film with the alignment layer for the optical element has the long transparent base material and the alignment layer formed on the transparent base material and is characterized in that the alignment layer is made of resin having the uneven shape for aligning the liquid crystal.
