PROBLEM TO BE SOLVED: To provide a map editing program, a device, and a method for easily adding coordinate system reference information to map data which does not contain coordinate system reference information. SOLUTION: The map data editing device comprises: a drawing section wherein second map data not containing coordinate system reference information is superposed on first map data containing coordinate system reference information and displayed; a position adjusting interface section which makes a user perform operation so that the position of an object in the first and the second map data coincides with each other by adjusting, by using the drawing section, the position of the first map data or the second map data; a coordinate system reference information calculation section which, when the position of the object in the first and the second map data coincides with each other, calculates second coordinate system reference information of the second map data from first coordinate system reference information of the first map data; and a map data editing section which describes the second coordinate system reference information on the second map data.
