PROBLEM TO BE SOLVED: To ensure high control accuracy and stability against a sudden fluctuation of a load (temperature of coolant L) by ensuring sufficient responsiveness (following property) in temperature control. SOLUTION: A monitoring temperature±T1 for monitoring deviation of liquid temperature Tw to target temperature Ts and a correction speed Rva to be added to and subtracted from rotating speed Rv of an electric motor are preliminarily set. The deviation(deviation temperature) Te between the target temperature Ts and the liquid temperature Tw is detected during operation, and forced speed change processing for adding, when the deviation temperature Te exceeds the monitoring temperature+T1 on positive side, the correction speed Rva to the rotating speed Rv of the electric motor 2, or subtracting, when the deviation temperature Te exceeds the monitoring temperature-T1 on negative side, the correction speed Rva from the rotating speed Rv of the electric motor 2 is performed.
