PROBLEM TO BE SOLVED: To provide a banking permeable layer, having excellent workability and excellent permeability, and efficiently collecting and draining water flowing along a slope part and spring water in a slope. SOLUTION: In this banking permeable layer 1, a new banking 11 is made along an existing slope 10 of a hillside or using banking material having a high moisture content, and a permeating means is constructed in the new banking 11. As the permeating means, blanket-like permeable layers 3, 4, 5 formed like a flat surface by crushed rubber pieces and ground layers 6 are alternately constructed in multi-layer.
