PROBLEM TO BE SOLVED: To enhance the recognition performance of reading character data in voice by adjusting the phoneme length. SOLUTION: In the device (device for reading out in voice) which reads the character data by being converted into voice, the program and the method, existence of a pause is recognized from the character data, the phoneme length of a phoneme, immediately after the pause and other phonemes are controlled. The control of the phoneme length is, for example, implemented according to a reading speed; and when the reading speed is high, the phoneme length of the phoneme, immediately after the pause is expanded; and regarding specified phonemes, the phoneme length of the phoneme is shortened, or it is adjusted so as to be the same phoneme length as a reference speed.
