PROBLEM TO BE SOLVED: To provide a matrix generation method, a matrix generation device, and an encoding and decoding device for generating a matrix for constituting an LDPC (low density parity check) code of which an encoding circuit and decoding circuit are structured simply. SOLUTION: The method includes a step S101 for setting a parameter of the LDPC code, a step S102 for generating a sparse matrix based on the set parameter, a step S103 for generating a modified sparse matrix by mod2-operating a specific line in the sparse matrix, a step S104 for generating a parity check matrix by using the modified sparse matrix and unit matrix, and a step S105 for generating a modified parity check matrix by mod2-operating a specific line of the parity check matrix.
