The present invention relates to a marine structure, a marine surveillance system and method using the same. The marine structure comprises a structure for driving a command system, which includes an armament command or a submergence command when necessary, by acquiring the information related to a natural disaster or a military threat generated on the sea and classifying and determining the acquired information on the basis of a preset standard, thereby gathering information from various targets, such as an aircraft, a vessel, a submarine sensor cable, etc., and frequently surveilling the natural disaster or the military threat by using the gathered information.
