PROBLEM TO BE SOLVED: To provide toner and an image forming apparatus which can prevent offset and winding of a sheet under various working conditions during fixing. SOLUTION: In the toner to be used for developing an electrostatic latent image formed on an electrostatic latent image carrying body to form an image, the ratio of the maximum to the minimum of the storage modulus G' in the temperature region from the softening point of the toner to 200°C is≤10.
