PROBLEM TO BE SOLVED: To provide a second agent composition for hair dyeing or hair bleaching, excellent in preservation stability and mixing property with a first agent, without sticking on applying to the hair after mixing, excellent in extensibility and having a good compatibility with the hair and excellent in bleaching property. SOLUTION: This second agent for hair-dyeing or hair-bleaching, used by mixing with the first agent composition containing an alkaline agent is provided by containing the following components (a) to (c): (a) 2 to 18 wt.% of a surfactant; (b) 10 to 50 wt.% of an oily component; and (c) 0.1 to 12 wt.% of an oxidant based on hydrogen peroxide. Further, the agent contains (a1) 1.5 to 9.5 wt.% of a non-ionic surfactant having at least 12 to 17 HLB as the component (a) in the second agent, and has the weight ratio of the (b)/(a) in the range of 1 to 10 and≤50μm volume-average particle diameter of emulsion particles.
