PROBLEM TO BE SOLVED: To provide a data updating system, or the like for facilitating the difference updating of a database comprising a large quantity of data with the data complicatedly connected with each other while keeping relatively low the total quantity of data of the database provided on a terminal device. SOLUTION: The terminal device 1 operating according to a prescribed operation program PG includes: a local saved database 16 formed in a data form for updating different from a data form for reference referred to by the operation program PG and updated by an update data file Df; a means 25 for reading out necessary data from within the database 16 according to the request of the operation program PG; and a means 17 for converting the data read out of the database 16 into the data form for reference.
