The present invention relates to a method for manufacturing a graphene sheet having high conductivity and coating liquid by crosslinking graphene flakes, and more particularly, to a method for manufacturing graphene having high conductivity through a process of reducing graphene oxides crosslinked by a crosslinking agent such as an isocyanate compound, a carbodilite compound, an aziridine compound or a melamine compound. Through the method for manufacturing the graphene according to the present invention, the graphene having relatively high conductivity and good heat resistance can be manufactured by reducing the graphene oxides crosslinked by the crosslinking agent.
