PROBLEM TO BE SOLVED: To provide a game controller, a game control method, a program, and a game control system which allow a plurality of users to jointly compete.SOLUTION: Based on the operation of a user, a game controller associates the user with one of a plurality of groups. The game controller is provided with a plurality of inter-group competitions that are competitions among different groups. In the inter-group competition having received the participation of the user, the game controller receives the operation of the user for executing an inter-user competition that is a competition on a game between the user and another user associated with the group different from the user within a prescribed time or a prescribed frequency, and determines victory or defeat in the inter-group competition based on the result of the inter-user competition. Based on the victory or defeat in the inter-group competition of the group associated with the user, the game controller determines whether or not to award a benefit to the user or the contents of the benefit to be awarded to the user.
