PROBLEM TO BE SOLVED: To allow a radio wave closed space area of a new secondary use system to be expanded when constructing the new secondary use system sharing a frequency with a primary use system.SOLUTION: A construction device constructs a radio communication system using a secondary use system sharing a frequency with a primary use system. The construction device estimates positional information indicating the positions of an access point and a terminal, estimates an available range on the basis of the estimated positional information, limits an object range to the available range estimated by the position estimation unit when constructing a new secondary use system to analyze interference to the primary use system and an existing secondary use system, allocates a radio wave closed space to an access point and a terminal that do not cause interference to the primary use system and the existing secondary use system in the available range, and thereby constructs the new secondary use system.SELECTED DRAWING: Figure 1
