PROBLEM TO BE SOLVED: To solve the problem that when a child purchases merchandise by a portable terminal with a payment function which can be limited under a payment condition that his or her parent preliminarily sets, and cannot determine payment propriety under the set payment condition, the child cannot purchase the merchandise at a store, and needs to ask his or her parent to change the payment condition later.SOLUTION: A first portable terminal 10 that a child carries is configured to, in accordance with a condition list 16A related to payment preliminarily set by his or her parent and stored in a data storage part 16 with respect to merchandise that the child is planning to purchase, determine the payment propriety of the merchandise that the child is planning to purchase, and to, when the payment propriety is not determinable, transmit purchase information to a second portable terminal 20 that his or her parent carries, and to request the determination of the payment propriety. The second portable terminal 20 is configured to display the received purchase information, and to determine the payment propriety by allowing the parent to confirm and operate the purchase information, and to transmit a signal related to the payment propriety to the first portable terminal 10.
