PROBLEM TO BE SOLVED: To measure the quality of a propagation path of the reflected wave communications more precisely while making signal processing performed by a reflector of low loading. SOLUTION: A reflected-wave reader is equipped with one function that sends out the unmodulated carrier waves and receives the reflected wave signals, on which data are superimposed, at the same time and the other function that sends out the modulated carrier waves, on which data are superimposed. A reflector is equipped with one function that receives the unmodulated carrier waves and transmits the modulated reflected waves, on which transmission data are superimposed, and the other function that receives the modulated carrier waves. When a communication negotiation is conducted, the reflector returns entry packets sufficient times when it receives beacons from the reflected wave reader, and the reflected wave reader sums up them and measures an error rate.
