PROBLEM TO BE SOLVED: To provide an input device and a character input device allowing a user to easily input characters. SOLUTION: A portable telephone 1 is provided with: a display part 2 for displaying an image such as characters under input; an input part 4 including a numeric keypad 3; a casing 5; and a control device 6. The numeric keypad 3 is provided with input keys 110to 119, 11* and 11# for inputting "0" to "9", "*" and "#". Each input key is provided with a top plate 12; five signal input terminals 131to 135; and an elastic part 14. The top plate 12 is formed integrally with the casing 5 through the elastic part 14 so as to move in a tilted manner and depressed. The signal input terminals 131to 135are arranged at positions where the top plate 12 can depresses them when the top plate 12 is moved so as to tilt or depressed according to the rolling of the thumb, and arranged on the same straight line.
