The present invention provides an apparatus for determining stability of a power system having a plurality of power devices, the apparatus comprising: a first receiving unit receiving sensed values from a plurality of sensors corresponding to the power devices; an image generation unit constructing a two dimensional image (a sensor image) to match the sensed values with gray scale of each pixel; a second receiving unit receiving reference image information containing a plurality of reference images from a stability server; and a processor unit assessing similarity between the reference images and the sensor image to select the reference image, having the highest similarity, as a first reference image, and assessing the stability of the power system based on the first reference image. The present invention can comprehensively reflect the sensed values of the power devices contained in the power system.
