The present invention relates to a DPSK system for supporting repetitive transmission of a symbol and a forming method thereof. The DPSK system for supporting the repetitive transmission of the symbol according to the present invention includes a PSK modulator to output the symbol by performing phase shift of data and to transfer the symbol to a differential gear for transmitting to a channel. The PSK modulator sequentially transfers a symbol of the same kind having the same information among symbols to the differential gear. Moreover, the DPSK system for supporting the repetitive transmission of the symbol according to the present invention includes the PSK modulator to restore the data by receiving the symbol received by the channel. The PSK modulator can add the symbol of the same kind having the same information among the symbols and input the symbol of the same kind to the PSK modulator.
