PURPOSE: A device for allocating resources to femto-cell base stations to control frequency interference and a method thereof are provided to allocate radio resources to femto-cell base stations in order to control frequency interference between the femto-cell base stations. CONSTITUTION: A usage pattern generation part (720) generates at least one usage pattern of a frequency frame by using a resource usage rate and a pattern reuse index. The frequency frame is composed of sub-frames divided by fixed time units. A usage pattern allocation part (730) allocates the at least one usage pattern generated at the usage pattern generation part to base stations. The usage pattern generation part generates a usage pattern activating the sub-frames at intervals determined in accordance with the resource usage rate and pattern reuse index.
