PROBLEM TO BE SOLVED: To provide a PDP (Plasma Display Panel) which can allow both low-voltage drive, high-efficiency operation, and suppression of initialization failure and writing failure to be implemented, even if the flexibility of designing a protective layer and a dielectric layer is expanded. SOLUTION: In the plasma display panel, the dielectric layer 15 has a dielectric constant range of 4 or larger to 10 or smaller. Sustaining electrodes 12 and scanning electrodes 13 have edges close to one another which serve as first and second edges, and the regions between the sustaining electrodes 12 and the scanning electrodes 13 which serve as gap regions. When the protective layer 16 has respective regions where the first edge, the second edge, and the gap region are present in the direction of extension along the thickness of the protective layer 16, and these regions serve as a disposed region 116ra, a disposed region 116rb, and a gap-corresponding region, a maldistributed portion is present, at least in any one of the disposed region 116ra, disposed region 116rb, and gap-corresponding region. The maldistributed portion contains a substance, having a high initial electron discharge capability at a higher percentage than the percentage in regions other than the disposition region 116ra, disposition region 116rb, and gap-corresponding region in the protective layer 16.
