PROBLEM TO BE SOLVED: To provide a power conversion device and a power conversion method, capable of maximizing power generation of a solar battery by attaining MPPT (maximum power point tracking) control of low power consumption through a simple structure. SOLUTION: When an input voltage obtained by power generation of a solar battery module 2 is raised by a booster function part 11, an output voltage suppression part 13 compares the input voltage value with a threshold, increases the voltage to a full charge voltage of a secondary battery 3 when the input voltage is the threshold or more, and reduces the output voltage in proportion to the difference voltage between the input voltage and the threshold when the input voltage is less than the threshold.
