PROBLEM TO BE SOLVED: To accurately prefetch following images when image retrieval history is not accumulated. SOLUTION: The image browsing device comprises display means 103 and 104 for displaying designated images; designation means 106, 107, and 122 for designating images to be displayed on the display means 103 and 104; a determination means for determining, for a plurality of images recorded on a first storage medium 114, a plurality of prediction images likely to be designated next by the designation means 106, 107 and 122 based on characteristic data characterizing the images concerned; and a recording means for reading the determined prediction images from the first storage medium 114 and recording the read prediction images on a second storage medium 111 which can read images at a speed higher than the first storage medium 114.
