PROBLEM TO BE SOLVED: To provide a heating device capable of simplifying installation work and elevating a temperature for a short period of time, and a toilet apparatus provided with the same. SOLUTION: The heating device includes: heating means for heating a seat part; a user detection means for detecting presence of a user; transmission means for transmitting presence information of the user detected by the user detection means to the other heating device reception means for receiving the presence information transmitted from the other heating device; and a control means for referring to the presence information received by the reception means, setting an operation condition for operating the heating means and controlling the operation of the heating means according to the operation condition.
