PROBLEM TO BE SOLVED: To provide a surface-treated steel plate of excellent corrosion resistance and film appearance containing no harmful substances such as hexavalent chromium in a film. SOLUTION: In the surface-treated steel plate of excellent corrosion resistance and film appearance, a surface treatment film containing vanadium compound of 4-valence, phosphoric acid compound and at least one kind of metallic compound selected from Al, Mg and Zn is formed in a surface of any one plated steel plate selected from zinc system, aluminum system and Al-Zn system. Deposition of vanadium compound of 4-valence and phosphoric acid compound is preferably 1-200 mg/m<SP>2</SP>in terms of vanadium, or 5-800 mg/m<SP>2</SP>in terms of P. In addition, organic resin is preferably contained in the surface treatment film. The thickness of the surface treatment film after the heat-drying is preferably≤5μm.
