PROBLEM TO BE SOLVED: To solve the problem wherein each terminal has difficulty in finding terminals that have desirable information without disclosing information about the terminal to other terminals through information exchange between terminals over a network without servers. SOLUTION: Desirable information is propagated as a query between terminals. The use of information, such as query classification, time required to obtain past answers, and hop count, for routing the query propagation implements efficient routing without direct knowledge of information about other terminals.
