PROBLEM TO BE SOLVED: To provide a floor heating panel capable of stably keeping its good appearance for a long period by preventing a surface portion of an electric floor heating system from bulging and deforming to a surface side caused by difference in expanding length by humidity absorption. SOLUTION: In this floor heating panel A constituted by forming a hollow portion 10 on a rear face of an outer hull member 1 in a recessed state, placing a buried panel member 15 in the hollow portion 10, and sealing the hollow portion 10 by adhering a backer material 26 on a rear face peripheral edge portion of the outer hull member 1, block materials 8 are respectively adhered over an inner bottom face of the hollow portion 10 and the backer material 26, and the surface portion of the outer hull member 1 is reinforced by the backer material 26.
