The present invention minimizes any increase in complexity in the structure of a webbing winding device provided with a force limiter load switching mechanism and a pretensioner mechanism. The webbing winding device is provided with: a spool around which a webbing is wound; a pretensioner mechanism for winding the webbing up onto the spool by causing the spool to rotate in a windup direction when a vehicle has an emergency; and a locking mechanism for regulating rotation of the spool in a pull-out direction when the vehicle has an emergency. The webbing winding device is also provided with a force limiter mechanism for allowing the spool to rotate in the pull-out direction by a force limiter load or more when the locking mechanism regulates the rotation of the spool 2 in the pull-out direction, and a force limiter load switching mechanism for switching a force limiter load value by receiving the input of part of an actuating force for actuating the pretensioner mechanism.
