The present invention addresses the problem of providing a hydrogen discharge membrane which rarely undergoes the deterioration in hydrogen discharge performance even when used for a long period. The present invention also addresses the problem of providing: a safety valve for electrochemical elements, which is equipped with the hydrogen discharge membrane; and an electrochemical element equipped with the safety valve. A hydrogen discharge membrane having a metal layer, wherein at least one surface of the hydrogen discharge membrane has a water contact angle of 85° or more.
