Excessively-long-part detection means for detecting and removing an excessively long part (1A) having a length greater than a normal length is placed at the parts feeder (6) or the feeding path. The gap between the reception hole (35) and the holding head (21) stopped at a predetermined position reached after the feeding rod (20) is advanced is set at an excessively-short-part removal gap (L) at which an excessively short part (1C) having a length less than the normal length cannot reach the reception hole (35). A shaft-like part having an extraordinary length is removed in the feeding path, running from the parts feeder to the electrode, by using a coordinated method, that is, a systematic method.
