PROBLEM TO BE SOLVED: To provide a phosphor with a luminescence quantum efficiency improved by increasing a transition intensity by intentionally breaking the reversal symmetry of a crystal field. SOLUTION: The phosphor with a matrix being an oxide crystal comprises at least first metal ions and second metal ions, wherein the first metal ions comprise one or more ions of a trivalent metal selected from the group consisting of aluminum, gallium, vanadium, scandium, antimony, and indium, and part of the trivalent metal ions are replaced by at least one type of trivalent rare earth metal ions which serve as luminescent centers.
