PROBLEM TO BE SOLVED: To provide a hydrophilic film-forming composition giving a surface hydrophilic layer excellent in hydrophilicity, also having good durability, and excellent in transparency and preservation stability, and also a hydrophilic member equipped with a hydrophilic membrane on its substrate material surface and excellent in surface hydrophilicity and its lasting property. SOLUTION: This hydrophilic film-forming composition is characterized by containing (A) a compound having a ring structure having a hydrophilic group and selected from a 5-membered structure and 6-membered structure in its molecule, and also having a silane-coupling group and (B) an alkoxide compound containing an element selected from Si, Ti, Zr and Al, and the hydrophilic member obtained by applying the hydrophilic film-forming composition is also provided.
