<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device which can effectively use urea-water. <P>SOLUTION: An urea-water-recovering device 120 is provided in the lower part of a casing 111 of a NOx treatment part 110 in order to recover downfall of residual urea-water. In the urea-water-recovering device 120, solenoid valves 122, 123 are opened/closed so as to recover residual urea-water in the casing 111 while preventing the exhaust gas introduced in the casing 111 from leaking out. Concentration of the residual urea-water recovered by means of the urea-water-recovering device 120 is adjusted to a urea concentration that is appropriate for NOx treatment in a concentration-adjusting tank 133.
